Some people have absolutely nothing better to do than to harass others. People better remember that there is a such thing as Karma and it will come back to you in spades. Why do people have to be so damn mean? Understandably, we are all mean at times but who intentionally collapses the channels of communication and decides not to talk to the person they have a problem with and goes directly to the head of the department? Could it be brown-nosers, and oh yeah, sycophants...same difference.
